Promote the connection of water, electricity, gas, and bridge infrastructure between Fujian's coastal areas and Kinmen and Matsu, enhancing the well-being of Kinmen and Matsu residents. Advance the full normalization of direct passenger air routes across the Taiwan Strait to further facilitate personnel exchanges, support the swift resumption of flights between cities such as Urumqi, Xi’an, Harbin, Kunming, and Lanzhou, and support Kinmen’s shared use of Xiamen’s new airport. Study the establishment of new small-scale commodity trading markets for Taiwan in eligible locations, and support Taiwan’s small, medium, and micro enterprises in legally entering and expanding into the mainland market.
1. Explore the establishment of a normalized communication mechanism between the Communist Party of China (CPC) and the Kuomintang (KMT). On the shared political foundation of upholding the '1992 Consensus' and opposing '****,' the CPC and KMT will adhere to the concept of 'both sides of the Taiwan Strait are one family.' In response to the common aspirations of compatriots on both sides for peace, development, exchange, and cooperation, they will take more effective measures to actively promote exchanges, interactions, and integration across the Strait. Together with compatriots on both sides, they will create lasting well-being for the Chinese nation and write a new chapter of brilliance in the history of the Chinese nation.
2. Establish a platform for institutionalized two-way youth exchange between the CPC and KMT. The All-China Youth Federation and the KMT Youth Development Committee will regularly organize exchange activities for youth from both sides. Relevant organizations on the mainland, including the All-China Youth Federation, will annually invite 20 youth delegations from Taiwan to visit and exchange on the mainland.

Improve the management of Taiwan-related fisheries access and explore the construction of docks and berths in eligible regions to serve Taiwan-based distant-water fishing vessels and their landings. Research ways to facilitate the sale of Taiwan's self-caught distant-water fishery products on the mainland.
7. Facilitate the registration of qualified **** food production enterprises on the mainland and the import of **** food products into the mainland.
8. Study the establishment of new small-scale commodity trading markets for Taiwan in eligible locations to support Taiwan’s small, medium, and micro enterprises in legally exploring the mainland market.
9. Allow the introduction and broadcast on mainland satellite TV channels and online audiovisual platforms of **** TV dramas, documentaries, and animated programs that are properly oriented, have healthy content, and are well-produced. **** practitioners may participate in the creation of mainland micro-short dramas in various ways. Promote the screening and broadcasting of film and television works that reflect the kinship and positive lifestyles of both sides, thereby promoting the preservation, inheritance, and innovative development of Chinese culture.
10. Promote the resumption of individual travel pilot programs for residents of Shanghai and Fujian Province to Taiwan (main island).
