Iran will enter the final stage of negotiations only after the implementation of Article 13 of the Iran-U.S. Memorandum of Understanding. The U.S. side has issued a document suspending sanctions on Iranian oil, petrochemical products, and their derivatives for a period of 60 days.
On the 22nd, Iran’s Mehr News Agency cited a statement from the Media Committee of Iran’s 'Minab 168' negotiation delegation, releasing key points of the final declaration issued by Qatar and Pakistan as mediators following the conclusion of negotiations in Bielgern Mountain, Switzerland:
1. Since the evening of the 20th, the fragile ceasefire in Lebanon has been tenuously maintained due to pressure exerted by Iran’s negotiation delegation. To stabilize the situation, a monitoring mechanism named the 'Conflict Control Team' is being established, with Iran’s participation. Through this mechanism, Iran formally enters Lebanon’s security affairs framework. Israel will not participate in this mechanism.
2. On the issue of managing the Strait of Hormuz, the parties have agreed to establish a hotline to ensure the strait’s gradual reopening, enabling prompt communication with Iran and reporting of any issues encountered during implementation.
3. The trilateral working group on nuclear issues, sanctions, and monitoring, established pursuant to this declaration, will commence its work only after the implementation of Article 13 of the Iran-U.S. Memorandum of Understanding. Implementation of Article 13 entails a ceasefire across all fronts (particularly in Lebanon), the initiation of the lifting of the maritime blockade, the commencement of unfreezing Iran’s frozen assets, and the issuance of waivers suspending sanctions on Iranian crude oil, petroleum products, and their derivatives. Iran will not proceed to the final stage of negotiations until Article 13 has been fully implemented.
4. During the talks, Iran and Qatar also signed an executive memorandum of understanding regarding the unfreezing of Iran’s frozen assets.
5. During the talks, pursuant to Article 10 of the Iran-U.S. Memorandum of Understanding, the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) issued a document suspending sanctions on Iranian crude oil, petroleum products, and their derivatives for a period of 60 days. This enables Iran to officially sell oil to its customers and receive payments through official mechanisms of its central bank.
